Project Coordination and Liason Branch

The Coordination & Liaison Branch comes under the Mining Division of the Department of Mining.

Its principal role or functional responsibility is to coordinate and facilitate an efficient and expeditious development of mineral projects and to ensure and promote an harmonious, equitable and sustainable relationship between the State and other stakeholders of mining projects. This function is carried out under the consultation provision stipulated in the Mining Act and also through the implementation of Mining Project Agreements.

The tasks and activities associated with the functions of the Branch are wide and varied and is undertaken by Project Coordinators located at the Department Headquarters and Liaison Officers based in the vicinity of the Project sites.

Examples of the activities of the Branch include;

• establish and maintain contact network with the stakeholders of projects such as exploration companies, landowners, Provincial Governments and Local Level Governments
• establish an inter-Departmental (State) Advisory Team for the Project
• coordinate mining agreement negotiations
• organise regular meetings with stakeholders
• monitor and provide special attention to landowner grievances and land disputes
• coordinate and monitor implementation of Project Agreements executed by the State, especially the Memorandum of Agreement with landowners and other stakeholders which specifies benefits distribution and undertakings by parties to agreements

The activities of the Branch especially in dealing with social or people issues contribute towards an effective communication and dialogue between relevant stakeholders of projects which creates stability for the mining operation and ensures laws and agreements are complied with by all parties.
